She’ll do it if there’s no one else on the road and at stop signs/traffic lights. Other sister and I have called her out on this before.
Don’t want her to learn it the hard way (she’s older than me by nearly 4 years).

Take her phone and throw it onto the back seat. She can get pissed at you, but the alternatives are far worse.
She’ll learn eventually, but it will only be the hard way.

You cannot force someone to do something, even if it’s good for them to do it.
I would simply say that you will not ride in the car when she is driving, because she doesn’t give driving her full attention.

Do you have access to her phone? There’s an app called Canary that gives you a slightly creepy level of surveillance on her whereabouts, but also has the added benefit of recognising when said user is on the move and shuts off calls and texts.

How discrete the app is, I don’t know. Maybe she’ll just have to accept that she needs to install something to stop the urge to ‘just reply to that one message'.

Yeah, you can never really force people to stop doing things. I’ve told her that before that if you text while driving then let me drive since that is more important to you.

If it were my sister, I’d pull the battery out and put the phone in my pocket and the battery on the back seat, but luckily my sisters are not at that point (and plenty old enough to know better).

It’s nearly impossible to do. My mom is notorious for texting/driving. She’s bumped into a few things because of it and still hasn’t learned her lesson.
One of my friends used to text and drive constantly until one day when I was in the car with him I literally grabbed his phone and threw it out the window at 35 mph. I’m sure he still texts and drives, but he sure as hell doesn’t do it when I’m in the car with him.

I almost got run over (well, tapped, but for severity I’ll use “run over”) at a stop sign by a guy in a 5 Series creeping forward WHILE texting. Yes. This idiot was looking straight down at his phone while moving forwards. If he was completely stopped and there was no one else around, I wouldn’t really care.
I was crossing the street at night and saw the car coming. He slowed down gradually, so I kept walking across. Halfway across the street, I notice he doesn’t stop the car and there’s a bright white/blue light coming from his lap. Thankfully, his windows were down and I yelled “WTF ARE YOU DOING?” Only then did he stop the car. Dumbass.
I would do what JGrabow suggested and toss the phone somewhere.

I have always used the “please pull over and let me out, I’d rather walk.” Nobody has ever called me on it, but they have put their phones up every time. Doubt it will change behavior when I'm not there, but at least gets them thinking

oh god that reminded me of this time 5 or 6 years ago I was driving in the middle lane and someone in the right lane just went into mine without indicating... she was in the passenger seat, screams... and instinctively GRABS MY RIGHT ARM ON THE STEERING WHEEL (luckily I pulled off a one handed swerve and no one was in the left lane)

YOU be the one to cut her off and let her nearly hit you. If you have the skills, anyway, I doubt I would.
On another note, I have no trouble with texting at red lights, provided:
It’s an automatic.
It’s in park.
You watch the lights for cross traffic and put the phone down when they go yellow.
